Some areas in the Pauma Valley were excluded from the District prior to its formation because landowners believed they had an adequate supply of their own. These areas are known as Mootamai Municipal Water District and Pauma Municipal Water District. Mootamai Municipal Water District is a non-operating water district, which provides fire services only. Pauma Mutual Water Company operates a Mutual Water Company within portions of Mootamai boundaries.
