Board of Directors

The Yuima Municipal Water District is governed by five elected Directors, each of whom is chosen by the voters of one of the five electoral Divisions into which the District is divided.  Directors normally serve four-year terms, and must reside in the Division from which they are elected.

Division boundaries were last changed in 2022 to more equitably apportion the population in each division.

Roland Simpson
Roland SimpsonDivision 2 Representative, President
Roland Simpson was elected to Division 2 on January 26, 2016. Roland is a working partner for H&H Avocado. H&H was established in 1940 as a leader in the packing and distribution of California avocados. In 1962 Daren and Pat House purchased their first Pauma Valley ranch property. Roland Simpson relocated to Pauma Valley after a successful 28 year career building custom oceanfront homes. Roland has an in-depth knowledge of budgets and contract negotiations. Roland has worked tirelessly to protect local agricultural interests, and currently serves as Vice President of Rancho Estates Mutual Water Company.
Steve Wehr
Steve WehrDivision 4 Representative, Vice-President
Steve and wife Patty moved to Pauma Valley in 2007 from Marin County. They had been non-resident members of Pauma Valley Country Club for three years prior to making the decision to re-locate. At the time of the move, Steve was Senior Vice President of Management and Leasing for a 4.5M square foot shopping center portfolio on behalf of Institutional Shopping Center Owners. His office was in San Francisco, and he commuted to San Francisco every Monday for two years after moving to Pauma Valley. Commencing in 2009, Steve left that position and partnered with prior associates to actively pursue the acquisition of Hispanic Grocery Anchored Shopping Centers. They which have acquired 3 properties fitting that profile which completed their business plan. He is now actively engaged as Directors of Vineyard Development for Fallbrook Winery.
Don BroomellDivision 5 Representative, Secretary / Treasure
The Broomell family migrated from Orange County and has been farming in the Pauma Valley area since the 1940's. Don's family primarily focused on growing citrus in the beginning but has expanded into avocados, wine grapes, and dry land hay farming. Mr. Broomell graduated from Cal Poly, San Luis Obispo in 1988 with a Bachelor's Degree in Fruit Science and currently manages 45 acres of citrus in Pauma Valley.
Bruce KnoxDivision 3 Representative
Bruce Knox spent the first 35 years of his career creating and implementing specialized life insurance plans for large law firms and medical hospitals across the country, as Owner/President of DLG Insurance and Benefits. His career and client base enabled him to travel the breadth and width of the United States, including North Barrow, Alaska. After retiring from his business and extensive travel, Bruce and his wife Gabriella bought a home in Pauma Valley, California which included a 6-acre organic persimmon grove. Bruce immersed himself in learning all he could about farming and growing persimmons - something for which he has become passionate. This passion for farming extended to water - without which, farming would not be possible! He joined the board of Rancho Pauma Mutual water company to ensure the survival of farming in our area. Bruce is a member of agriculture bureaus committed to sustainable agriculture through the education of our future generations.
Laurie Kariya
Laurie KariyaDivision 1 Representative
Laurie has been a long standing community member of Pauma Valley since 1960. Laurie is a third generation citrus farmer who understands the importance and value of water in farming today. As part of the Yuima Board of Directors, Laurie works collaboratively with Directors, Staff, local water and farming colleagues and community members to ensure the continued delivery of safe, reliable and affordable water to the Pauma Valley community.

Elections

Yuima MWD’s directors are elected officials representing each of Yuima’s five divisions, and are selected by voters in the November general election in even-numbered years.  Individuals interested in serving on the Board of Directors are invited to visit the County of San Diego Registrar of Voters for the latest information on how to file as a candidate, including filing deadlines.
