Historical Slate of Directors
 

The Yuima Municipal Water District is governed by five elected Directors, each of whom is chosen by the voters of one of the five electoral Divisions into which the District is divided.  Directors normally serve four-year terms, and must reside in the Division from which they are elected.

Division boundaries were last changed in 2012 to more equitably apportion the population in each division.

 

Division 4 Representative
W.D. "Bill" Knutson, President

W.D. “Bill" Knutson has managed a grain farm in North Dakota for 43 years.  He retired from the Navy after 28 years of service.  During that time he served as a Commanding Officer of Master Jet Base Naval Air Station Oceana providing all services for 5,000 Navy and Civilian personnel, plus 24 squadrons of aircraft.  He also served as a Navy Program Manager and Test Pilot.  Throughout his career with the Navy he flew 76 different makes/models of aircraft and had 130 combat missions in Vietnam.  Before that, Bill spent 15 years in the aerospace industry with Hughes Aircraft and General Dynamics. At Hughes Aircraft, he was Manager of radar, missile, infra-red and laser programs and at General Dynamics he was the Special Assistant to the Manager of the Stealth A-12 Program. 

Bill Knutson was elected to the Yuima Board of Directors in 1998 representing Division 4. He was re-elected in November 2002, 2006, and 2010 to successive four-year terms.  He is up for re-election in November 2014.  In the past Bill has served as Yuima's representative on the San Diego County Water Authority (SDCWA) Board from 2001 - 2012 and Chaired the Authority’s Cost Analysis Ad Hoc Committee and the Comprehensive Reliability & Cost Assessment Ad Hoc Committee.  He also served as SDCWA's Chairman of the Engineering and Operations Committee and the Regional Water Facilities Master Plan Committee, tasked with planning for an adequate, safe water supply for San Diego County through the year 2030.  Bill was also elected to the Executive Committee for the Joint Powers Insurance Authority in 2004 and serves as the Chairman of the Workers Compensation Sub-Committee.

 

Division 3 Representative
Ron W. Watkins, Vice President

Ron Watkins graduated from West Virginia University with a Bachelor’s degree in Mechanical Engineering. Now retired, he has over 40 years of experience in the utility business including the position as President and CEO of a publicly owned utility supplying both electric energy and agricultural irrigation water.  Currently, Ron is Yuima's representative on the on the San Diego County Water Authority Board since 2013.

Ron was appointed to the Yuima Board of Directors in February 2009 and elected to a four-year term of office in 2012. He is up for re-election in November 2016.


Division 2 Representative
Roland Simpson, Director

Roland Simpson was elected to Division 2 on January 26, 2016.  Roland is a working partner for H&H Avocado.  H&H was established in 1940 as a leader in the packing and distribution of California avocados.  In 1962 Daren and Pat House purchased their first Pauma Valley ranch property.

Roland Simpson and his wife Jenafer House Simpson relocated to Pauma Valley after a successful 28 year career building custom oceanfront homes.  Roland has an in-depth knowledge of budgets and contract negotiations.

Roland has worked tirelessly to protect local agricultural interests, and currently serves as Vice President of Rancho Estates Mutual Water Company.  Additionally, he serves as a Board Member for both the Rincon Ranch Community Services District and the Upper San Luis Rey Resource Conservation District. He is up for re-election in November 2016.

 

Division 1 Representative
Lynne "Laney" Villalobos, Director

Lynne "Laney" Villalobos came to Pauma Valley in 1980.  She purchased an orange grove and then created her own packing house to maximize profit.  She owns Pauma Valley Citrus, LLC. which picks and packs anything organic, mostly citrus.  She will never retire.  She has 6 children and 9 grandchildren.  Her two sons operate the business with her, and the other 4 children help with farmers markets.  She graduated from the University of Santa Clara with a degree in Spanish and History.

Water is the most important ingredient for farming great produce.  She ran for the board in 2014 in order to preserve this precious commodity by lowering the price of water, and to help the farming community to continue to survive and thrive in Pauma Valley.

She was elected to a four-year term of office in November 2014 as the director of Division 1 on the Yuima Board of Directors.  She is up for re-election in November 2018.

Division 5 Representative
Terry Yasutake, Secretary/Treasurer

In 1966, the parents of Terry Yasutake immigrated from Japan to America and started Southern California's leading wholesale nursery, T-Y Nursery.  The successful nursery joined the Pauma Valley Community in the 1980's and, after obtaining his degree in Business Managment, Terry joined the T-Y Nursery family full time.  Having started at the bottom more than 20 years ago, Terry has worked his way up to managing the company of 400+ employees.  This opportunity has provided him with the integrity, commitment, and creative solutions he now brings to the Yuima Board of Directors.  Terry was appointed to the Board in 2015 and is honored to have the fortuity to offer a well-rounded, balanced approach to issues while representing the best interests of the entire community.

 Elections

Yuima MWD’s directors are elected officials representing each of Yuima’s five divisions, and are selected by voters in the November general election in even-numbered years.  Individuals interested in serving on the Board of Directors are invited to visit the County of San Diego Registrar of Voters for the latest information on how to file as a candidate, including filing deadlines.
