Yuima Municipal Water District - Directors

The Yuima Municipal Water District is governed by five elected Directors, each of whom is chosen by the voters of one of the five electoral Divisions into which the District is divided.  Directors normally serve four-year terms, and must reside in the Division from which they are elected.

Division boundaries were last changed in 1984 to more equitably apportion the number of registered voters in each division.

W.D. “Bill" Knutson retired as a Captain from the Navy after 28 years of service as a carrier fighter pilot and fighter pilot; he also served as Commanding Officer of Fighter Squadron 33, Carrier Air Wing 7, Fighter Wing One and Naval Air Station Oceana. He flew 76 different makes/models of aircraft and had 130 combat missions in Vietnam. Bill spent 15 years in the aerospace industry with Hughes Aircraft and General Dynamics. At Hughes Aircraft, he was manager of radar, missile, infra-red and laser programs and at General Dynamics he was the Special Assistant to the Manager of the Stealth A-12 Program.

Bill Knutson was elected to the Yuima Board of Directors in 1998 representing Division 4. He was re-elected in November 2002 and November 2006 to successive four-year terms. As Yuima's representative on the San Diego County Water Authority Board since 2000, Bill currently Chairs the Authority’s Engineering and Operations Committee and was the Chair of the Regional Water Facilities Master Plan Committee, tasked with planning for an adequate, safe water supply for San Diego County through the year 2030. Bill was also elected to the Executive Committee, the Joint Powers Insurance Authority in 2004 and serves as the Chairman of the Workers Compensation Sub-Committee.

Douglas K. Anderson, Vice President 

Doug Anderson has lived in Pauma Valley for 56 years and is married with three grown sons. His father was instrumental in starting the Yuima Municipal Water District in 1964. He has been farming citrus and avocados in Pauma Valley since 1961 when he graduated from Cal Poly College. 

In addition to farming, he also manages Pauma Valley Water Company and is a water and pump consultant to Village Nurseries. He is certified by the State of California for Water Distribution 1 & 2 and Water Treatment 1 & 2. Doug Anderson has served as the representative of Division 1 on the Yuima Board of Directors for six years. He was re-elected to a two-year term in November 2004 and was re-elected to a full four-year term in November 2006. He is up for re-election in November 2010.

 

George Stockton, Secretary/Treasurer

George Stocton, Secretary/Treasurer

George Stockton graduated from U.C. Santa Barbara with a Bachelor’s degree in Industrial Management and from Stanford University as a Master of Business Administration. Now retired, he worked for 40 years as an engineer and manufacturing executive in the computer industry. He has design patents for computer components and built and managed manufacturing plants in Korea, Belgium, Brazil, and Mexico.

Locally, George served on the Board of Directors for Rancho Estates Mutual Water Company and currently serves on the Board for Lazy H Mutual Water Company. He served two years as the President of the Pauma Valley Lion’s Club and is now in charge of the club’s Sight Services. Mr. Stockton serves as the representative of Division 5 on the Yuima Board of Directors. He was elected to serve a four-year term in November 2004. He is up for re-election in November 2008.

  

Michael D. Fitzsimmons, President

Mike Fitzsimmons first came to Pauma Valley in 1948. He attended all of the local schools while his family grew citrus and avocados on their ranch above Pauma Reservation. He attended Palomar College, UCLA and San Diego State University where he earned a Bachelor of Science degree in Anthropology.

In 1971, Mike entered the real estate business in Pauma Valley with his father F.D. (“Fitz") Fitzsimmons, who had been actively involved in local water issues for decades. Mike has always shared his father's interest in water and served on the Yuima Board of Directors from January 1979 to April 1991. He discontinued his service as representative of Division 1 when he moved to Division 2 where he has served since January 2001. He was re-elected in November 2004 to a four-year term of office. He is up for re-election in November 2008.



John B. Lyttle, Assistant Secretary

John Lyttle was born in San Francisco and joined the U.S. Marine Corps after graduating from high school. He attended UC Davis and went to work for his family ranch raising cattle and farming. He and his wife raised three daughters in Orange County where John was a developer building tracts in Santa Ana, Tustin, Anaheim Hills, Costa Mesa, San Clemente, Oceanside, and Carlsbad. John and his wife built their home in Pauma Valley in 1981 and retired, or so he thought.

 John has served on the Pauma Valley Country Club Board of Directors, the Rancho Pauma Mutual Water Company and the Pauma Valley Community Services District Board. John Lyttle has served as the representative of Division 3 on the Yuima Board of Directors since November 2000. He was re-elected in November 2004 to a four- year term. He is up for re-election November 2008.
