The Yuima Municipal Water District is governed by five elected Directors, each of whom is chosen by the voters of one of the five electoral Divisions into which the District is divided. Directors normally serve four-year terms, and must reside in the Division from which they are elected.
Division boundaries were last changed in 1984 to more equitably apportion the number of registered voters in each division.
Division 4 Representative
W.D. "Bill" Knutson, President
W.D. “Bill" Knutson has managed a grain farm in North Dakota for 43 years. He retired from the Navy after 28 years of service. During that time he served as a Commanding Officer of Master Jet Base Naval Air Station Oceana providing all services for 5,000 Navy and Civilian personnel, plus 24 squadrons of aircraft. He also served as a Navy Program Manager and Test Pilot. Throughout his carreer with the Navy he flew 76 different makes/models of aircraft and had 130 combat missions in Vietnam. Before that, Bill spent 15 years in the aerospace industry with Hughes Aircraft and General Dynamics. At Hughes Aircraft, he was Manager of radar, missile, infra-red and laser programs and at General Dynamics he was the Special Assistant to the Manager of the Stealth A-12 Program.
Bill Knutson was elected to the Yuima Board of Directors in 1998 representing Division 4. He was re-elected in November 2002 and November 2006 to successive four-year terms. He is up for re-election in November 2010. Bill has served as Yuima's representative on the San Diego County Water Authority Board since 2000 and currently Chairs the Authority’s Cost Analysis Ad Hoc Committe and the Comprehensive Reliability & Cost Assessment Ad Hoc Committee. In the past he has served as the Chairman of the Engineering and Operations Committee and the Regional Water Facilities Master Plan Committee, tasked with planning for an adequate, safe water supply for San Diego County through the year 2030. Bill was also elected to the Executive Committee for the Joint Powers Insurance Authority in 2004 and serves as the Chairman of the Workers Compensation Sub-Committee.

Division 1 Representative
Douglas K. Anderson, Vice President
Doug Anderson has lived in Pauma Valley for 56 years and is married with three grown sons. His father was instrumental in starting the Yuima Municipal Water District in 1964. He has been farming citrus and avocados in Pauma Valley since 1961 when he graduated from Cal Poly College.
In addition to farming, he also manages Pauma Valley Water Company and is a water and pump consultant to Village Nurseries. He is certified by the State of California for Water Distribution 1 & 2 and Water Treatment 1 & 2. Doug Anderson has served as the representative of Division 1 on the Yuima Board of Directors for six years. He was re-elected to a two-year term in November 2004 and was re-elected to a full four-year term in November 2006. He is up for re-election in November 2010.

Division 5 Representative
George Stockton, Secretary/Treasurer
George Stockton graduated from U.C. Santa Barbara with a Bachelor’s degree in Industrial Management and from Stanford University as a Master of Business Administration. Now retired, he worked for 40 years as an engineer and manufacturing executive in the computer industry. He has design patents for computer components and built and managed manufacturing plants in Korea, Belgium, Brazil, and Mexico.
Locally, George served on the Board of Directors for Rancho Estates Mutual Water Company and on the Board for Lazy H Mutual Water Company. He served two years as the past President of the Pauma Valley Lion’s Club and is now in charge of the club’s Sight Services. Mr. Stockton serves as the representative of Division 5 on the Yuima Board of Directors. He was elected to serve a four-year term in November 2008. He is up for re-election in November 2012.

Division 2 Representative
Michael D. Fitzsimmons, Director
Mike Fitzsimmons first came to Pauma Valley in 1948. He attended all of the local schools while his family grew citrus and avocados on their ranch above Pauma Reservation. He attended Palomar College, UCLA and San Diego State University where he earned a Bachelor of Science degree in Anthropology.
In 1971, Mike entered the real estate business in Pauma Valley with his father F.D. (“Fitz") Fitzsimmons, who had been actively involved in local water issues for decades. Mike has always shared his father's interest in water and served on the Yuima Board of Directors from January 1979 to April 1991. He discontinued his service as representative of Division 1 when he moved to Division 2 where he has served since January 2001. He was re-elected in November 2008 to a four-year term of office. He is up for re-election in November 2012.
Division 3 Representative
Ron W. Watkins, Director
Ron Watkins graduated from West Virginia University with a Bachelor’s degree in Mechanical Engineering. Now retired, he has over 40 years of experience in the utility business including the position as President and CEO of a publicly owned utility supplying both electric energy and agricultural irrigation water.
Ron was appointed to the Yuima Board of Directors in February 2009. He will serve a two year term and is up for election in November 2010.
